The default: you probably do not need permission

Solar on a house is permitted development in most cases. These are the limits, taken from the instrument rather than from coverage of it.

On a wall

Equipment may project 0.4m beyond the face of the wall — doubled from 0.2m on 27 August 2026. Where the wall abuts a highway, the 0.2m limit still applies.

On a pitched roof

No more than 0.2m beyond the roof slope, and never above the highest part of the roof.

On a flat roof

No more than 0.6m above the highest part of the roof — which covers most ballasted frames on the flat-roofed MK estates.

Free-standing in the garden

Panel area capped at 9m². Height limit is 1m within 5m of a boundary and forward of the principal elevation, 2m within 5m of a boundary or in a conservation area near a highway, and 4m otherwise.

The transitional window

Anything permitted before 27 August 2026 but not after can still be built until the end of 26 August 2027.

England only

Scotland, Wales and Northern Ireland run separate regimes. These figures are England.

When you do need permission in Milton Keynes

Conservation areas

MK has 27. Stony Stratford (1975), Olney and Newport Pagnell (both 1969) and Woburn Sands (2003) are the ones we are asked about most. A roof slope fronting a highway may need consent where the same panels on the rear would not.

Listed buildings

Listed building consent is separate from planning permission and is required regardless of permitted development. Assume you need it.

Article 4 directions

These withdraw permitted development rights for a defined area. They are not obvious from the street — the council's planning map is the only way to know.

Flats and maisonettes

Class A splits houses from blocks of flats, and the flat rules are tighter. If you do not own the roof, you need the freeholder as well.

Ground-mounted over 9m²

Above the Class B limit you are into a full application.

New builds under condition

Some MK estates carry planning conditions on external alterations. Check your deeds before assuming permitted development applies.

What Plan:MK asks of new development

Policy SC1 of Plan:MK covers sustainable construction, supported by the Sustainable Construction Supplementary Planning Document adopted on 23 November 2021. The SPD sets out how applicants reduce regulated carbon emissions, incorporate renewable or low-carbon generation, and offset what is left.

That applies to development coming forward, not to solar you retrofit to an existing home. If you are buying on a new MK estate it is worth asking the developer what they did to satisfy SC1 — a token array sized to pass a calculation is common, and is rarely the array you would have chosen.

From March 2027 the Future Homes Standard raises the floor nationally, requiring solar on virtually all new homes in England.
